德陽市“生態型智慧城市”建設探索及成果

摘要： 智慧城市是全球城市發展的新理念和新模式。當前，新型智慧城市已經成為貫徹落實新發展理念、培育數字經濟市場、建設數字中國和智慧社會的綜合載體。德陽積極響應國家關于網絡強國、數字中國總體部署，加快推進數字德陽建設。針對國內外智慧城市發展情況及存在問題，德陽基于城市發展現狀，創新提出“生態型智慧城市”建設模式，探索出一條推動新型智慧城市建設的新路徑，并取得一定成果。

Exploration and achievements of ecological smart city construction in Deyang

Abstract： Smart city is a new concept and mode of global city development. At present, the new smart city has become an integrated carrier for the application of the new development philosophy, the cultivation of the digital economic market, and the construction of digital China and the smart society. Deyang has actively responded to the overall deployment of the national policies on Internet power and digital China as well as the acceleration of the digital economy. Based on the status quo of its development, for the progress that has been made and the problems that exist in smart cities at home and abroad, Deyang creatively put forward the construction mode of "ecological smart city", which is to explore a new path to promote the construction of the new smart city, and has achieved certain results.

引言
隨著物聯網、云計算、大數據、人工智能等新一輪信息技術變革，數據資源成為重要生產要素，建設新型智慧城市已經成為城市信息化的發展趨勢。德陽高度重視智慧城市建設，將其作為推動城市改革、產業升級和綜合競爭力提升的重要驅動力。在探索新型智慧城市建設的過程中，德陽堅持從自身實際出發，努力規避智慧城市建設“千城一面”問題，著力規劃適合城市發展的生態型智慧城市發展體系，實現城市系統間信息資源共享和業務協同，提升城市運行管理和公共服務水平，推動德陽數字經濟高質量發展。1國內外智慧城市建設發展態勢(1)全球智慧城市發展情況。全球大多數國家都在積極通過信息通信技術促進經濟增長與社會進步，智慧城市建設均具特色。美國將智慧城市建設上升到國家戰略，在基礎設施、智能電網等方面進行重點投資與建設；歐盟在2006—2010年完成第三階段信息社會發展戰略，并基于此基礎開始智慧城市實踐；日本發布超智能社會50政策，明確提出將日本打造為世界最適宜創新的國家；新加坡智慧城市建設注重服務公眾；韓國作為全球第四大電子產品制造國，提出通過智慧城市建設培育新產業；英國利用數字技術、人工智能培育數字產業優勢，在城市創新生態系統建設方面成效突出［1］。
