我國數(shù)據(jù)交易統(tǒng)一大市場發(fā)展現(xiàn)狀與路徑思考

摘要： 數(shù)據(jù)交易在數(shù)字經(jīng)濟(jì)發(fā)展發(fā)展中發(fā)揮了至關(guān)重要的作用。通過梳理我國當(dāng)前數(shù)據(jù)市場交易暴露的痛點問題，圍繞我國數(shù)據(jù)要素市場培育的總體要求，結(jié)合實踐基礎(chǔ)以及國家推進(jìn)全國統(tǒng)一大市場的總體要求，提出破解數(shù)據(jù)交易困境、加快建設(shè)全國統(tǒng)一數(shù)據(jù)交易市場亟待處理好安全與發(fā)展、政府與市場、競爭與合作以及管理與技術(shù)四對關(guān)系。同時，以“統(tǒng)一制度建設(shè)、推進(jìn)交易場所功能互補(bǔ)、強(qiáng)化基礎(chǔ)設(shè)施互聯(lián)互通和推進(jìn)所商分離與生態(tài)建設(shè)”為四大核心抓手，推動統(tǒng)一數(shù)據(jù)交易市場建設(shè)。

Reflections on the present situation and development path of a unified data trading market in China

Abstract： Data trading plays a vital role in the development of digital economy. This paper centers on the overall requirements of data element market establishment, as well as the practical basis and overall requirements of a national unified market. It sorts out the pain points exposed in current data trading, and puts forward the idea that in order to solve the dilemma of data trading and accelerate building a national unified data trading market. It is essential to solve four pairs of relationship properly: security and development, government and market, competition and cooperation, and management and technology. It then points out that to promote the establishment of a unified data trading market, four issues need to be focused on: establishing a unified trading system, promoting the complementary functions of trading venues, strengthening infrastructure connectivity and promoting business separation and ecological establishment.

0 引言
數(shù)據(jù)流通交易作為數(shù)據(jù)要素實現(xiàn)市場化配置的重要環(huán)節(jié)，對于打通數(shù)據(jù)壁壘和孤島，加快政府、企業(yè)數(shù)據(jù)化轉(zhuǎn)型發(fā)揮著關(guān)鍵作用。從2015年國務(wù)院印發(fā)《促進(jìn)大數(shù)據(jù)發(fā)展行動綱要》首次指出“開展面向應(yīng)用的數(shù)據(jù)交易市場試點”至今，我國數(shù)據(jù)交易發(fā)展已經(jīng)歷經(jīng)7個年頭。尤其是十九屆四中全會以來，以要素市場化改革為核心多項政策相繼出臺，開啟了數(shù)據(jù)交易市場的新一輪探索熱潮。2022年3月25日，中共中央 國務(wù)院印發(fā)《關(guān)于加快建設(shè)全國統(tǒng)一大市場的意見》，指出要加快培育統(tǒng)一的技術(shù)和數(shù)據(jù)市場，標(biāo)志著我國數(shù)據(jù)交易探索開始由分散建設(shè)邁入融通整合的新征程。
本文圍繞加快構(gòu)建全國統(tǒng)一數(shù)據(jù)要素大市場的要求，重點梳理我國數(shù)據(jù)流通交易體系的發(fā)展現(xiàn)狀和突出問題，進(jìn)而提出構(gòu)建全國統(tǒng)一數(shù)據(jù)流通交易大市場的基本思路與路徑。
